			<content:encoded><![CDATA[<blockquote><p>Why is it that whenever there is an Ismail and a Chua, there is always a licensing issue? To all those grocers and provision shop owners now being told to license up before they can deal with sugar, flour, cooking oil, etc . welcome to the amazing, murky world of licensing - Malaysian style. If you are having a problem understanding the issue, please step into any GP clinic near your home. The doctors there will explain to you in detail what licensing actually entails. </p>
<p>The last time the name Chua Soi Lek cropped up at the Ministry of Health, it was associated with an Ismail Merican and a license called the Private Healthcare Licensing Act (PHFSA). Essentially what it meant was even if the doctor owned his own clinic with a valid current Annual Practicing Certificate (APC), the doctor cannot practice in his own clinic unless the clinic itself is licensed. Nevermind that the whole issue was unconstitutional. The rubber stamp Parliament not only passed it at that time but even went ahead and enforced it. They even threw a doctor in jail for it. If you are wondering why doctors didn&#8217;t take this up any further and protest like you fellas . wonder no more. Yes, the doctors didn&#8217;t have the steel balls of Chua Soi Lek. Worst still, they were led by a couple of eunuchs, which just made matters worse. </p>
<p>What does licensing involve? For the benefit of ignorant retailers, they should know that it involves:</p>
<ol>
<li>Filling up a form/forms</li>
<li>Attaching loads of documents you don&#8217;t really know existed.</li>
<li>If you don&#8217;t know how to fill up the forms or comply with all the odd regulations that come with it, no worries. Loads of &#8220;side businessmen&#8221; associated with government officers and sometimes full fledged government officers will suddenly emerge out of nowhere to &#8220;help you out&#8221; .for a fee of course.</li>
<li>After you have filled up these forms, you need to pay a licensing fee. For retailers it is supposed to be RM10. Doctors pay RM500 and then more and more to government officers or the remaining portion.</li>
<li>But guess what happens once you have submitted your forms. Yep, they will now tell you it will take some time.</li>
<li>They will now tell you since you do not have licence, you are operating WITHOUT a licence and are now liable to various fines/jail terms /both. You just submitted yourself to being wrapped around in red tape. Like getting sodomised over and over again I guess. Anwar can probably tell you more.</li>
<li>Meanwhile, all that money they collected from you would have disappeared into government or someone&#8217;s pockets and some is used to create even more red tape in the form of an .ENFORCEMENT AGENCY.</li>
<li>The enforcement agency will soon be doing the rounds blackmailing, harassing, closing down retailers, putting fear and creating long sleeplessness nights for retailers.</li>
</ol>
<p>Welcome to licensing in Malaysia. A piece of paper or red tape if you like, designed to milk you of your money and peace of mind. I salute you, all you retailers who are telling the Domestic Trade, Cooperative and Consumer Affairs Ministry and Ismail Sabri to go to hell. As for us doctors who were led and are still being led by eunuchs who kow tow to this corrupt government, we silently protest differently. Yep, soon after the PHFSA came about in 2006, we never hesitated to spend a few minutes more `educating&#8217; our patients at no cost at all - just to run down this evil government, it&#8217;s evil little Napoleans and corrupt authorities to the ground.</p>
<p>And guess what. The silent campaign may have actually worked as four states fell to the Pakatan Rakyat and the BN lost its two-thirds majority in Parliament. For achieving this end the PR should thank current MCA President, Chua Soi Lek, it&#8217;s DG, Ismail Merican and the Ministry of Health. Similarly all you retailers don&#8217;t take this lying down. Take this opportunity to run down this government with your customers. Don&#8217;t be shy. If you want to stop all the leakages in this country disappearing into submarines that don&#8217;t dive, planes without engines or collapsing stadium roofs or leaking hospitals, you certainly should not be shy. But if you do feel stressed out, don&#8217;t hesitate to drop by your friendly GP clinic. The doctors there will certainly teach you how to get back at this government. Perhaps together we can put a less corrupt government in Putrajaya next time round. Happy boycotting!</p></blockquote>

<blockquote><p>Despite several problems during the preparations, the food is finally making its way from the kitchen and it&#8217;s on-time.</p>
<p>But before the first dish can be sampled, the event hits another obstacle. The highest ranking invited dignitaries have been delayed. And Malaysian protocol decrees that food should not be served before their arrival.</p>
<p>&#8220;Inside, right now, I&#8217;m&#8230; I&#8217;m feeling it. And I&#8217;m a little frustrated. But protocol is protocol in this country and basically, we have no choice.&#8221;</p>
<p>Another hour passes. The hungry crowd is growing increasingly impatient. Many guests here tonight have not eaten all day.</p>
<p>Chef Rainford is in a difficult position. He either serves the food as scheduled and risks offending the delaying dignitaries, or he respects the local custom and sacrifices the quality of his beautifully prepared dishes.</p>
<p>&#8220;They are eating my signature. They are eating my name. So, the fact that it&#8217;s served after the time that it should have been served really puts me in a compromised position. That&#8217;s the issue that I&#8217;m having right now. And everybody knows it. I&#8217;m sure that everybody will accept it. But I don&#8217;t accept it!&#8221;</p>
<p>Finally, one and a half hours later, the official motorcade is spotted, making its way through the night time KL traffic. The dignitaries have arrived. The unexpected delay is over.</p>
<p>&#8220;I&#8217;m frustrated right now. I don&#8217;t know what else to say. I&#8217;m losing my voice, I am&#8230; I&#8217;m extremely tired right now. You know, the kitchen staff have a lot of stuff to do. We&#8217;d tried to prepare the food to the best of our ability. But waiting this extra hour and&#8230;&#8221; *look at watch* &#8221;what I consider an hour and a half now is&#8230; that&#8217;s pretty tough!&#8221;</p></blockquote>

<p>KUALA LUMPUR - In an effort to strengthen national unity and in line with the 1Malaysia concept, Prime Minister Datuk Seri Mohd Najib Tun Razak announced today that the East Malaysian states of Sabah and Sarawak would be moved to the peninsula.</p>

<p>Speaking at a Press conference after a Cabinet meeting, Najib said that the relocation was necessary to ensure that the nation&#8217;s different peoples would not have any more physical boundaries to mix around.</p>
<p>&#8220;We&#8217;ve had the vast South China Sea separating the two Malaysias for the longest time now,&#8221; said the Prime Minister excitedly. &#8220;It&#8217;s time to close the gap, and allow our different races, tribes and cultures to naturally immerse with one another.&#8221;</p>
<p>The relocation plan is scheduled to start next year, with reclamation works commencing in May.</p>

<p>&#8220;It&#8217;s a big project, costing well over RM850 trillion,&#8221; said Najib. &#8220;The project would take 10 years to complete, since we&#8217;d need to move all the soil, water sources, flora, fauna, man-made structures and of course, the people. But it&#8217;ll be worth it, since we&#8217;ll truly be 1Malaysia.&#8221;</p>
<p>The two huge states, spanning nearly 200,000 square kilometres, are now part of the greater Borneo island together with Brunei Darussalam and the part of Indonesia called Kalimantan, but would be joined with the eastern side of Peninsular Malaysia.</p>
<p>&#8220;The states would be reconstructed almost exactly identical to how they are now,&#8221; said Najib. &#8220;This would ensure that the natives would not feel `out of place&#8217; when they move back to their relocated homes.</p>
<p>&#8220;Of course, we might `improve&#8217; some things when we rebuild the states. We&#8217;re thinking, maybe Mount Kinabalu could be higher than Everest. I mean, why not? It&#8217;s not every day that you get to change what nature has given us.</p>
<p>&#8220;And if we take the soil from inside Gua Niah and use it to add on Mount Kinabalu&#8217;s height, we&#8217;d get both a bigger cave and taller mountain, effectively rewriting two Guinness World Records. Now that&#8217;s what I call value for money!&#8221;</p>
<p>Asked what the neighbouring Brunei and Indonesia had to say about the move, Najib said that he had discussed the issues with the leaders of both nations.</p>
<p>&#8220;His Majesty the Sultan of Brunei did ask me why we were taking Sabah and Sarawak away, leaving his kingdom just a group of tiny islands in the middle of the South China Sea. The Indonesian president also voiced his concern,&#8221; said the PM.</p>
<p>&#8220;However, I told them that we all need to `hijrah&#8217; to better ourselves, and that neighbours move away all the time. And I also reassured them that although we may be physically further after this, we would always be close in our hearts. They were very understanding.</p>
<p>&#8220;Besides, after this, there&#8217;d be no more issue of illegal smuggling across the borders and such.&#8221;</p>
<p>On protests by the Kelantan state government, citing the `loss of a coastline&#8217; and `off-shore petroleum&#8217;, Najib said that this is of national interest, and the opposition-held state administration should not be so selfish.</p>
<p>&#8220;These people simply refuse to understand the importance of 1Malaysia. They keep on looking a the small things like the death of their fishing industry or the loss of billions of ringgit of income.</p>
<p>&#8220;Serves the Kelantanese people right for voting in such small-minded leaders.&#8221;</p></blockquote>
